sa ngayon daw eh conditional sya eh... kapag pumasa ka sa 1st or 2nd take mo ng C/M, 2/E exams function 3 lang ng MLC ang kukunin mo para sa COC... pero kapag sa 3rd take(or more) ka pumasa tsaka ka required kumuha ng MLC functions 1,2 and 3...

yan sabi sa akin eh baka may mas well informed jan paki-share naman dito...

tsaka gaano katagal ba yung mga MLC per function???

Management Level Course Empty Re: Management Level Course

Post  Cj BuGaYoNg 2005 Thu May 14, 2009 10:42 pm

1. The Revised Management Level Course would no longer follow strictly the format of the 7.01/7.02 STCW Model Course, but would be the combination of relevant subjects in the A-Code, 7.01/7.02 interim courses, and especially the industry training needs.

2. The TWG were divided into sub-committees to distribute the load on the different main course outline topics. FAME and MMAP representatives were able to involve the participation of professionals who are in the manning companies to give their own inputs as to the professional and industry training requirements. In fact, FAME has spearheaded a workshop participated in by selected experienced captains and chief engineers connected with the different manning companies and members of FAME, INTERMAP, COMMA, PAMAS, FSA, PJMCC, to draw up the course outlines based on the industry needs for their management level officers on board ships. Two workshops were also conducted. The first was held in the Manila Yacht Club, the result of which was unanimously adopted by the TWG as the new format of the MLC. The second workshop was done at MAAP in Bataan to complete the objectives and syllabi of the course curriculum.

3. When the whole course curriculum and syllabi is completed, the TWG would then proceed to discuss the mode of delivery of the course, and though it is not yet final or official, we are contemplating seriously to adopt different modes of delivery or instructions for the course by modules. Like for instance, knowledge-based subjects may be done through distance learning, which means either on board ship through the practice of the profession, or ashore even not in classroom or training centers – something similar to correspondence study. Subjects which require actual exercises in navigation, seamanship, cargo handling, search and rescue may require the use of simulator and to be carried out in training centers. Equivalency of training courses like SSBT, BRM etc., are also being considered, when they correspond to certain course objectives included in the MLC. Of course, as a control measure and to ensure quality control, all perceived equivalency training course including knowledge-based training on board ship will be subjected to established assessment before accepting as having complied with certain modular subjects of the MLC.

4. By breaking the whole MLC into modular course subjects, this would now address the major concern of the marine officers and the manning industry about the length of time spent in taking the MLC (initially estimated from two to three months) and a little more for the processing of certificates and COCs. It is envisioned that it would just probably take a couple of weeks up to a month or to a maximum of two months, to finish the whole course, given the different modes of delivery earlier discussed.

5. It is also understood that once the MLC is implemented, the interim course would automatically cease. Likewise, review classes would not be really necessary as the MLC would served as the review itself, since the questionnaires for the licensure exams would be most appropriately taken from the MLC itself.

6. Finally, there is one brilliant and novel IDEA being contemplated by Capt. Jun Arcellana and fully supported by the TWG – the waiving of written licensure exams for master who have finished the MLC, and has good service record of performance as chief officer with recommendation from his previous ship captain for promotion to captain. Of course, for quality control, the chief mate would still be subject to assessment by the PRC Board prior to be granted a master mariner’s license or certificate. Surely, if the above proposals of the TWG would be officially approved by the MTC and implemented, it would definitely benefit our professionals and the whole seafaring industry.

It also goes without saying that at least our STRUGGLE to come up with an ALTERNATIVE MLC would not have been in vain.

Meantime, we will continue to closely watch and participate in the work of the MTC TWG until the completion of the formulation of the MLC to safeguard the interests and concerns of our marine officers and the manning industry.

Until then, the most prudent and wise thing to do for all of us is to continue “ROMANCING THE PHANTOM until it is finally tamed to a USER-FRIENDLY GHOST.”
