tama si digoy depende sa flag state at principal din, i heard sa japanese principal 3/o ung nag maintenace tlaga, as in bubuksan ang cylinder. pero alamin mo lng dapat ung proper maintenace just in case, pra kaya mo i-depensa sarili mo.
just 2 cent for my opinion!

ey jim!!! cylinder ba ng extinguisher? hmmm... bout extinguishers bah? hmm... tama sila.. sa japanese eh third officer talaga take charge sa extinguishers... maintenance monthly pero yearly dapat binababa sa shore lahat ng extinguishers for yearly inspection of firefighting equipments kasama ang EEBD, BA sets and lahat ng spare cylinders. once a year dapat ni rerefill mga portable foam extinguishers.... mga drychem at co2 eh pakilo kilo lang.check u rin kung may corrosion sa body ng extinguishers, signs of leak, ung cap dapat andun, pins all in place, ung bracket nya ok, etc.. un.. for the details ask u lang.. hehehe... dami me dapat gawin in a month para sa LSA and FFE me.. saya talaga sa ship nyo may internet... galing! kip safe and Godbless!

Additional info dux.. kasi nahawa ako sa mga kasama kong injano at panikistano eh...

according sa SMS namin weekly ang testing ng fire extinguishers given that every week different type of extinguisher ang itetest namin... so, ako naman itong masunurin sa SMS, nag testing ako ng foam during the weekly drill eh kulang na lang eh itapon ako sa dagat ng kapitan ko... stupid as it seemed ginawa ko siya kasi sabi ng SMS namin pero sabi naman ni "tano", the company will kill him if i empty all the extinguishers... sabi ko naman, eh sir marunong naman ako mag refill... again sabi ni tano na pag nagrefill ako magagamit ko yung spares.. ah shempre naman, alangan namang semento ang ilagay ko dun... ayaw pa rin niya kasi hindi na naman daw kami mag cocomply sa required spare charges and spares for the extinguishers on board... so i did what he wanted kaya visual and weighing inspection na lang ang ginagawa ko (note : according to my croatian port captain, tapping the extinguisher on the it's body might cause damages and is not adviseable plus the fact that it is not a reliable basis to check the content of the extinguisher... )

SO hinintay ko namang sumampa yung DPA namin para malinawan ako... nung pinakita ko yung SMS sa kanya, hinampas yung noo tapos tumawa.... sabi niya papalitan daw nila... mistake daw, pero alam ko nabasa ko rin yun sa SOLAS...

haba na tuloy... pero yun na nga... nag aactual test ba kayo ng extinguishers na refillable sa barko weekly (syempre except CO2 na to...) or not?

lesson learned : if you're from a new company with the SMS changing every four or five months, better check and double check with the SOLAS regulations and your flag state regulations... they also commit mistakes in the office, kahit sabihin pa nating ipinasa ng class yung SMS... may mali pa rin dun... experience lang ah... hindi ko naman nilalahat...
